The stay application was declined: although the appeal is bona fide and arguable and the applicant would suffer financial hardship, the risk of ongoing alcohol-related harm from allowing the premises to continue trading over the busy period, combined with the serious operational concerns identified by the Committee and Authority and the need to give deference to specialist tribunals, outweighed the applicant's interests and justified refusal of a stay.
