Section 19A did not apply because the proceedings do not seek solely pecuniary relief or recovery of chattels and include declaratory and injunctive relief and judicial review elements; the matters raise difficult questions of law and complex factual and remedial issues unsuitable for a jury; accordingly under s19B the proceedings are to be tried before a Judge alone and the application for trial by jury is refused.
