On the balance of probabilities the appellant failed to prove a diagnosable structural injury to C1/C2 causally linked to the 26 October 2004 massage; the majority and persuasive weight of specialist opinion and independent radiological review (including Dr Reeves) found no convincing evidence of C1/C2 ligamentous injury and the available scans were of limited quality, therefore ACC's decision to decline extension of cover was correct and the review decision is upheld.
