The January 20, 2004 letter amounted to a decision within the meaning of the Act because it affirmed the respondent would not reconsider the issue of cover raised as a new legal question; consequently the Reviewer's decision of 18 June 2004 was quashed and a fresh review ordered to determine whether the insurer had statutory authority to revoke the deemed cover of 6 November 2000.
