The interactions between Mr Mooney and the respondents did not meet the statutory definition of harassment because the specified acts alleged did not, on proper construction, show conduct that caused or would cause a reasonable person in the applicant's circumstances to fear for his or her safety; the conduct was part of a mutual, disputatious relationship and included lawful committee actions, so a restraining order under s16 was not justified or necessary.
