Because the applicant, a state trustee holding letters of administration, demonstrated a proper reason under r 7(1) and sought only non-evidentiary items, the court ordered disclosure of the marriage certificates and decrees absolute and permitted disclosure of whether there were children of the marriages (with identification material available on request); marriage certificates being public removed confidentiality objections.
