The appeal is allowed because ACC failed to adequately investigate whether the covered event was a substantial contributing cause of the Achilles tendon rupture as distinct from the condition merely becoming symptomatic; the review decision is quashed and the primary decision of 17 May 2010 is set aside and remitted to ACC to complete investigation and issue a new decision on weekly compensation entitlement.
