The material before the Court provided an evidential basis to infer the respondent had unlawfully benefited from significant criminal activity and that the specified vehicles and bank funds were tainted; given the real risk of dissipation and the statutory scheme, interim restraining orders, effective control declarations and orders permitting Police and the Official Assignee to enter premises and take custody were necessary and justified to preserve the value of the property pending civil forfeiture proceedings.
