The partnership Murdoch Price and Hall was the employer entity that paid premiums in advance before 31 March 1980; the appellant left that partnership and established a distinct practice in 1993, so he did not continue in the same business from 31 March 1980 to commencement of the Act and therefore does not qualify as a First Scheme Employer under s464; he is a Later Schemes Employer liable to employer premiums under ss466 and 467.
