Respondent and reviewer gave insufficient weight to medical and vehicle assessor evidence and to the appellant's changed condition; on balance the reassessment of needs established that a replacement vehicle was necessary to maintain the appellant's independence in daily living, therefore the appeal is allowed and appellant is entitled to cover for reassessed transport needs.
