On the balance of probabilities the imaging and expert CAP/Branch Medical Adviser evidence established that the appellant's Achilles tendinosis was a longstanding degenerative condition predating and not caused by the 11 December 2016 accident; at most the accident transiently aggravated symptoms but did not cause a new injury, therefore ACC's refusal to fund debridement was correct.
