    Because the three co-executors were deadlocked and the estate was not being administered, it was expedient under s21 to remove the existing executors, appoint Charles James Murdoch as sole executor, vest the estate properties in him, and order that the costs of the application be paid from the estate with costs awarded to the applicant on a 2B basis to be fixed by the Registrar.
