The District Court possessed jurisdiction under the Fair Trading Act together with its inherent powers to appoint an agent to administer refunds and to require the defendants to pay the agent's costs; the High Court was entitled to take the s43 refund order into account when reducing fines and its reductions were justified on the facts, so the appeal is allowed in part by restoring the District Court's s43 orders while leaving the reduced fines intact.
