Where a self-contained, functionally independent part of a dwelling is exclusively occupied by others and not principally used by the landlord, that part constitutes the relevant 'premises' for the Residential Tenancies Act and s5(1)(n) does not exclude the Act; consequently the Tenancy Tribunal had jurisdiction.
