Reasonable grounds existed under s43(1) to believe the vehicle was tainted because it was used to facilitate drug supply (items and conduct at Horotiu and incriminating items in the car including scanner); accordingly a restraining order under s42 was properly made and it was desirable to place the vehicle in the custody and control of the Official Assignee to prevent reuse for offending and dissipation given the scanner evidence and ease of sale, with little hardship to the family.
