The court preferred the treating surgeon's consistent opinion and the appellant's clarified account of a high‑traction mechanism; on balance the accident of 6 May 2015 was a substantial cause of the rotator cuff tears and need for surgical repair, therefore the Corporation's decision to decline funding was set aside and the review decision quashed.
