Preventive detention was necessary because the offender posed at least a high risk of further sexual offending given a consistent pattern of befriending caregivers to access children, prior similar convictions, demonstrated resistance to treatment and lack of insight, and a long finite sentence would not adequately protect the community; minimum period set at 7.5 years.
