The 9 July 2002 letter was an administrative act (an apology) that did not constitute a "decision" within the meaning of s6 of the Injury Prevention, Rehabilitation and Compensation Act 2001, so the Reviewer correctly declined jurisdiction and the Court must dismiss the appeal; Privacy Act complaints are outside this Court's jurisdiction.
