On the evidence the Court was satisfied R met the statutory definition of a relevant person under s6, that there is a real risk under s12(2)(a) of R engaging in terrorism-related activities (principally facilitating or materially supporting ISIL), and that the proposed s17 requirements are necessary, appropriate and proportionate to the s3 purposes and compatible with NZBORA; accordingly an interim control order was justified and granted for a limited period of 12 months from service.
