The Court held that the Corporation retained statutory authority after 1 July 1999 to issue work injury decisions to employers for claims lodged before that date by virtue of s.482 of the Accident Insurance Act 1998 read with Interpretation Act 1999 s.18, and that on the balance of probabilities the claimant sustained a shoulder injury at work on 4 September 1995; the delay in notification did not prejudice the appellant and did not invalidate the respondent's decision of 5 November 1999, therefore the appeal was dismissed.
