Letters from ACC of 15 April, 9 May and 25 June 2014 were administrative correspondence about a proposed IRP and did not constitute "decisions" under s6 of the Accident Compensation Act 2001; therefore the review application did not meet s134 and the Reviewer correctly declined jurisdiction, and the appeal is dismissed.
