The application to set aside the bankruptcy notices was dismissed: the Council validly excluded the public under LGOIMA; the debtors' proposed compromise/payment terms were commercially unsound and unsupported by evidence, and the Council's requirement for interest and security was reasonable; accordingly the debtors have committed acts of bankruptcy and the Council may proceed to adjudicate them bankrupt.
