Leave to appeal dismissed. The Supreme Court concluded the proposed grounds raised no matter of general or public importance and lacked prospects of success; it affirmed the Court of Appeal approach that s 88B may address both the state of proceedings at commencement and the manner of their conduct, that orders can require leave before commencing or continuing proceedings (including judicial review) using the Judicature Act framework, and that exhaustion-of-domestic-remedies arguments do not transform vexatious proceedings into legitimate remedies. Bias allegations were unsustainable.
