Because entrenched conflict, substantial levy arrears, compromised insurance and ongoing litigation prevented the body corporate from functioning and there was unequivocal expert opinion that independent administration remained necessary, the Court extended administration and appointed a qualified, independent replacement administrator and awarded costs to the applicants.
