The judge found beyond reasonable doubt that Harding was the apex leader of a highly organised methamphetamine manufacturing enterprise that produced at least 6.5 kilograms at high purity; s 8(c) was engaged but life imprisonment was inappropriate given absence of prior serious drug convictions and the late guilty pleas (with limited discount) so a finite global sentence reflecting highest-band culpability was imposed: 28.5 years imprisonment with a minimum period of 10 years, sentences concurrent.
