ACC's suspension was unlawful because at the time of suspension it did not have a sufficient basis: ACC failed to consider and analyse the specific extant cover granted in 1997 against the appellant's current symptoms and relied on medical opinion that did not address the nature of the cover; therefore ACC could not properly be 'not satisfied' and the suspension had to be quashed.
