Section 107 of the PSA must be construed to allow the Chief Executive to apply for an interim detention order to take effect on the respondent's imminent release to protect the public; the three expert assessments established sufficient evidence of a very high risk of imminent serious sexual offending, and accordingly the Court properly exercised its power under s107 to order interim detention at the declared Leimon Villas residence from 27 April 2016 until the PPO application is finally determined.
