On the balance of probabilities the appellant's bilateral carpal tunnel syndrome was caused by the intensive, repetitive, forceful paper counting carried out 26–30 July 1997; no material non‑work factors were identified and the work task carried a significantly greater risk than the background population risk, therefore the s7 criteria are satisfied and cover for CTS is granted.
