A Family Court recommendation under s54 FPA is not an "order" within s174(1AA)(a) and is therefore not independently appealable to the High Court; appeals are limited to final orders or determinations and challenges to a s54 recommendation must be brought in the context of an appeal against any subsequent paternity order (or by declining the test and then appealing any adverse decision).
