The trustees of the Sensible Sentencing Trust lacked standing to seek judicial review of this particular parole decision because they were not victims within the statutory parole participation scheme and had no unique position to preserve; consequently the s 8 JAA threshold for interim relief was not met and an interim order that would effectively extend imprisonment could not be justified; the interim application was dismissed.

The Parole Board did not err by taking the victims' views into account as a subsidiary, non-determinative consideration; victims' views inform the Board but do not confer a veto and the Board properly applied the paramount consideration of community safety in declining parole.
