The applications for extensions of time to apply for leave to appeal and any direct applications for leave to appeal were dismissed because no exceptional circumstances justified a direct appeal to this Court and there was no urgency or other basis to depart from the normal appeal route; costs of $2,500 were awarded to the respondent.
