The Court granted leave to amend the first approved question to specify 'end use (i.e. export and use of plastic bottles)' because that clarification concerned the legal scope of environmental effects for consideration on consent; the Court refused to add the proposed new question about exclusion of cultural effects of export because that would require revisiting factual findings on tikanga and mauri made by the Environment Court and High Court and thus raised no pure question of law suitable for this Court.
