On the balance of probabilities the applicant's work activities over time (a combination of repetitive keyboarding and forceful lifting) caused or materially contributed to bilateral epicondylitis within the meaning of s30; the Corporation's investigation complied with s57 and s54; accordingly the ACC decision to decline cover is quashed and set aside and the appellant is entitled to cover and reasonable costs.
