The Complaints Service has no jurisdiction to administratively reject complaints about lawyers that qualify as complaints under s132; such complaints must be referred to a Lawyers Standards Committee under s135(1) and determined in accordance with s137, and any filtering must be exercised by the Standards Committee using powers in s138 rather than by Complaints Service officers or Board policy.
