The request was refused because the applicant sought access to the entire court file in blanket terms; the Rules require identification of particular documents when requesting access (r10/r11) and sufficient particulars and stated reasons for r11 requests, so a broadly framed request for the whole file does not comply and must be refused, although the applicant may consult the Register of Documents Filed and make a new compliant application.
