The Court held that the respondent acted reasonably in exercising its discretion under Regulation 10, accepting McCullochs' assessment that $40,000 was a reasonable annual salary for the relevant period; ex post facto and anticipatory salary declarations do not displace a reasonable contemporaneous assessment of remuneration, and therefore the primary decision fixing annual remuneration at $40,000 is confirmed.
