Access to the Department of Corrections psychological report was refused because the significant privacy and confidentiality interests and the risk to the defendant's rehabilitation and reintegration outweigh the public interest in disclosure; publication of the defendant's diagnoses and the published sentencing and suppression judgments already satisfy open justice in this matter.
