Section 252 treats excess Social Security benefit payments as having been paid and requires refund to the department; therefore those refunded amounts are not payments 'to which the claimant is entitled' under s114 and ACC is not liable to pay interest on the portion of backdated weekly compensation that was reimbursed to WINZ; interest, if any, is only payable on the net amount for which the claimant was actually out of pocket.
