The Parole Act's statutory scheme inherently requires a proportionality assessment and minimal intrusion; the Board in this case considered the applicant's materials and Corrections' psychological advice, reasonably concluded risk remained undue, and did not err in law or fail to consider mandatory matters such that judicial review relief was warranted; therefore the application is dismissed.
