The Reviewer's decision was open to him and correctly applied the statutory framework: ACC is liable only for modifications it has approved following a preliminary assessment; work carried out before ACC approval deprived ACC of its procurement role and justified limiting payment to the independent estimate accepted by ACC. The District Court gives weight to the Reviewer's evaluation and will not overturn it absent error; none was established, therefore the appeal is dismissed.
