The incomplete transcript caused by technical failure does not void the Reviewer’s decision nor constitute a jurisdictional defect preventing the appeal; the appropriate remedy is to permit the appellant to file briefs of any unrecorded evidence and to re-present that evidence at the rehearing before the Court, so the appeal may proceed without quashing the review decision.
