The District Court found the Reviewer failed to take into account relevant factors and that the appellant had acted reasonably in applying for the review under s.148(2)(b); accordingly the Court ordered that the appellant be awarded costs and expenses for the review hearing and awarded $1,000 costs for the successful appeal.
