The applicant's judicial review challenge to the issuance of search warrants disclosed no reasonably arguable cause of action because the matters complained of were properly litigable in the ongoing District Court criminal proceedings, judicial review is rarely appropriate to challenge warrants absent exceptional circumstances, and the proceedings were an abuse of process and would cause needless delay and expense; accordingly the statement of claim was struck out under r 15.1 High Court Rules.
