On the totality of evidence the court found the VIMA and VIOA did not adequately account for the appellant's chronic regional/neuropathic pain, its progression and medication effects; weight was given to Drs Anderson and Black and occupational analysis by Nolan and the court concluded the appellant is not vocationally independent, quashing the respondent's decision.
