The Court held ACC did not have a sufficient evidential basis on 10 October 2016 to be not satisfied that Mrs Jacob's ongoing symptoms were no longer the result of the covered concussion; medical evidence at the time was equivocal, specialists did not plainly rule out an injury‑related causal link and ACC's rationale did not explain why coverage had ceased. Therefore the suspension decision of 10 October 2016 and the review decision of 6 April 2017 were quashed and weekly compensation reinstated.
