Offender led a commercial organised methamphetamine enterprise involving approx 2.691 kg; applying Zhang banding and role descriptors yielded a starting point of 17 years 9 months (including 9-month firearm uplift); a 15% discount for impaired moral agency via s27 assessment reduced sentence to 15 years 1 month; 10 months credit for restrictive EM bail reduced to 14 years 3 months; a 15% guilty plea discount produced an end sentence of 12 years 1 month; a minimum period of imprisonment of 50% (6 years) was imposed to satisfy denunciation, deterrence and community protection.
