The Court accepted the evidence of Drs Black and Mckenzie that the appellant's employment tasks substantially contributed to the development of frozen shoulder and concluded there was sufficient material to infer causation on the balance of probabilities; accordingly the reviewer's decision was quashed and cover under s30 was granted.
