Because the High Court Judge gave no reasons for the figures he authorised and the supporting material was inadequate, the Court of Appeal allowed the appeal and remitted the matter to the High Court for reconsideration taking into account the Panzer framework where applicable, the Crown Solicitors Regulations, prior payments and a full exposition of reasons.
