The appeal was allowed and remitted because the reviewer failed to make the primary factual finding whether the Corporation had all information necessary to calculate the payment prior to 1 July 1992; if the entitlement to interest accrued before 1 July 1992 then s72 applies and s458 does not bar that interest, so the factual issue must be determined afresh.
