Because the outcome of the judicial review could potentially affect the proposed defendant, and under s 9(1)(b) JRPA 2016 parties to proceedings related to the decision must be named as respondents, it was appropriate to add Wayne Alexander McConnochie as a respondent and to serve him with the proceedings and offer him an opportunity to participate; joinder protects the interests of persons directly or indirectly affected by the review even where the charging documents have not yet been accepted under s 14 CPA.
